EU guideline proposal on orphan works

To make works protected by copyright available to the public in an online digital library of archive, prior authorisations are necessary. When the relevant copyricht owner cannot be identified or found, the works in question are known as orphan works. Consequently, the necessary authorisations to make works available online cannot be obtained. This EU guideline proposal searches to regulate certain permitted uses of orphan works.
